Delcy Rodríguez receives John Barrett, new U.S. Charge d’Affaires

Caracas and Washington hold talks to advance cooperation and address pending issues in bilateral relations.

Talks in Venezuela – U.S. focus on cooperation and pending issues


Venezuela’s acting president Delcy Rodríguez received United States Charge d’Affaires John Barrett at the Miraflores Palace in Caracas, as both sides held talks aimed at advancing bilateral relations.

According to Venezuelan authorities, the meeting was framed within the “Bolivarian Diplomacy of Peace” and sought to promote dialogue focused on cooperation, mutual development, and long-term engagement. Discussions also addressed pending issues in the relationship between the two governments.

Rodríguez was joined by Foreign Minister Yván Gil; Vice Minister for Europe and North America Oliver Blanco; Vice President for Economy and Finance Calixto Ortega; and Vice President for Political Affairs, Citizen Security and Peace Diosdado Cabello.

Barrett is a career member of the U.S. Senior Foreign Service with experience across multiple diplomatic postings, including Peru, Brazil, Afghanistan, China, El Salvador, and the Philippines. He has also served as Minister Counselor in Panama and Charge d’Affaires in Guatemala. His assignment in Caracas forms part of ongoing bilateral engagement between Venezuela and the United States.

Venezuelan officials stated that the talks aim to build a “productive and strategic” long-term partnership, with a focus on political dialogue, economic cooperation, and energy. Authorities highlighted Venezuela’s role as a country with the world’s largest oil reserves and positioned it as a supplier capable of ensuring crude flows to U.S. refineries and other international markets.

The meeting reflects efforts to develop a framework for sustained bilateral relations, including cooperation agendas and longer-term political and commercial ties.
